Electronic products and software included in the register are purchased from January 1, 2020 in priority order.
On May 26 of this year, Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan Askar Zhumagaliev said that seven IT products of Kazakhstani companies were included in the registry of trusted software. In this regard, JSC “Holding“ Zerde ”” spoke in more detail about the functions of the registry and about the criteria by which companies are selected.
So what does a company need to do to get into the registry? First of all, it is necessary to send an application to the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan on inclusion in the “Register of trusted software and products of the electronic industry” with the attached documents, in accordance with the requirements of the rules for the formation and maintenance of the register dated April 22, 2020.
The following documents must be provided:
- A document confirming the exclusive right to software, or a document confirming the right to manufacture electronic products in the Republic of Kazakhstan;
- Certificate of compliance with the requirements of information security https://profit.kz/tags/security/ in accordance with ST RK ISO / IEC 15408-3 at least 4 confidence levels, or the presence of an act on the results of tests for compliance with information security, or at least two conclusions conformity confirmation bodies to provide a conclusion on the impossibility of certification.
- Industrial certificate for software or certificate "ST-KZ" for electronic products.
- Description and required functional, technical, quality and operational characteristics.
- Guarantee obligation.
What are the features of register entry? In 2019, amendments to the legislation on public procurement were adopted, according to which products of the electronics industry and software included in the register are purchased from January 1, 2020 in priority order. The registry was created to ensure information security in state bodies and budget organizations. This initiative is being developed for distribution to the quasi-public sector.
Thus, the presence in the register gives manufacturers the priority right to participate in public procurement by the prequalification method, suppliers of which are domestic manufacturers from the register. The registry will reduce the share of dependence of the presented foreign solutions on the Kazakhstan market by trusted domestic ICT products in the work of state bodies, thereby increasing the share of local content.
To date, 19 types of electronic industry products and software from 16 manufacturing companies are already included in the register.
